1462, Paris:

A boat of Gypsies attempts to enter the city by night but are captured by guards, led by the cruel Minister of Justice, Judge Claude Frollo. One Gypsy is carrying a bundle and when Frollo orders it confiscated she flees in a panic. Frollo pursues her on horseback to the Notre Dame Cathedral where he attempts to take the bundle by force. In the struggle the Gypsy falls to the ground and breaks her neck, killing her instantly. Seconds later Frollo hears a cry and discovers that the bundle he has taken isn’t stolen goods but a baby. Horrified that the baby is deformed, he attempts to drown it in a nearby well but is stopped by the Cathedral’s Archdeacon who has heard the commotion. Though Frollo denies any wrong doing, the Archdeacon condemns him, telling him the only way to redeem himself is to raise the baby as his own. Frollo reluctantly agrees as long as the child is allowed to live in the Notre Dame bell tower.

Twenty years later, later, the baby is now a young man named Quasimodo, who has become the bell ringer for the Cathedral. Quasi dreams of freedom and when the annual Festival of Fools comes to town, he seizes his chance. In the streets of Paris he meets a beautiful gypsy dancer named Esmeralda who berates Frollo in front of a crowd for his cruelty. As Quasimodo and Esmeralda's friendship grow, Frollo, torn between his belief in righteousness, his hatred, and his lust for Esmeralda, descends into insanity as he vows to destroy Esmeralda, all Gypsies, and anyone who stands in his way...
